Downgrade rights to Windows 7 Professional would have to be supplied by you the OEM System Builder.

Downgrade rights are normally only available to name brand systems such as DELL, HP, LENOVO, Acer that come preinstalled with Windows 10 Pro at the factory.

To downgrade Windows, you’ll need a Windows 7 Professional installation disc and a valid license key for it. Neither Microsoft nor your computer manufacturer will provide this disc or key for you – you’re on your own when finding it, although Microsoft insists you should find a legitimate copy instead of downloading one from an illicit website. Because of the free Windows 10 upgrade coming for Starter, Home Basic, Home Premium, Professional and Ultimate Windows 7 and Windows 8.1 editions, I did a downgrade from Windows 8.1 Enterprise to Professional, keeping all my files, applications and settings. If an important program or hardware device you use doesn’t work on Windows 10, you’ll want to downgrade. If Windows 10 just seems unstable, you’ll want to go back to your previous version of Windows and wait a while longer before attempting an upgrade. Or, if you’d just rather hang onto Windows 7 for a while longer, you can downgrade.

If this is not an option available to you, you will have to purchase the Windows 7 Professional license.

Windows 10 Pro Downgrade

You can find OEM System Builder software from dozens of online merchants. The current price for OEM Windows 7 Professional at Newegg, for example, is $140. When I checked a few minutes ago, Amazon was offering OEM Windows 7 Professional packages from multiple sellersat prices ranging from $101 to $150. When I checked just now, a package specifically intended for refurbished PCs cost only $50 for a 64-bit copy.

There are no technical limitations to prevent you from using OEM software on your own PC, although this software will work only for a clean installation and not for an upgrade.
